"The data was produced following the guidelines laid out in the Montgomery County, MD RFP. Portions of which appear below. Georeferencing: World file have correct coordinates expressed to at least 2 significant digits, and correct pixel size and pixels count. Ground resolution: One US Survey Feet Image appearance: All reasonable efforts were taken to remove appearance of vignetting-like effect mainly in blue band by auto dodging. Radiometry quality was consistent with established radiometry standards. The difference in average pixel values on either side of a mosaic seamline should generally not exceed 70 (30 preferred). Greater differences may be allowed if the correction will cause significant degradation of the image content on either side. Tonal quality: <2 percent of values at 0 or 255 Image Blemishes and Artifacts: If 1 pixel wide, 100 pixels in length . If 2 pixels wide, 60 pixels in length. If 3 pixels wide, 20 pixels in length. If 4-12 pixels wide, 12 pixels in length. Artifacts exceeding these limits may be acceptable if ground feature detail is not obsured, or if the brightness value of the pixels in the artifact is under 170. Artifacts within these limits may be rejected if critical ground features are significantly impacted. Critical features shall be defined as features having County, State or National significance (i.e. Courthouses, County Office Buildings, etc.). Smears: See image blemishes. Corrected by adding mass points or breaklines to DEM as necessary to reflect actual terrain or by image processing where appropriate. Where DTM corrections or image processing will result in reduced horizontal accuracy or misrepresentation of the location or appearance of important features (buildings, roads, etc.), the smear will remain untreated. Wavy features: 95% of distinct linear ground features (such as road markings, and curbs) should not deviate from their apparent path by more than 5 pixels measured perpendicular to the feature within any 100 pixel distance measured along the feature length. On roads, measurements should be taken from centerline of road instead of road edges, shoulder, and railings. Tile or sheet size: Tiles will overlap one another by 10 pixels in all directions. 4020' x 6020' Image mosaicking: No mosaic lines through buildings. No mosaic lines through above ground transportation structures carrying automobiles or trains unless avoidable. Pixel definition: World files must reference the center of the pixel located in the upper left hand corner of the tiles as the point of origin."

"ISTAR Orthophotography is based on an auto correlated pixel matching system within the ISTAR software. The auto correlated DSM surface created represents the initial surface model. This surface is then exported from the UNIX format into a Microstation compatible format. The techniques used to create the ISTAR DSM auto correlated surface are similar to those used for LIDAR processing. EarthData has developed a unique method for processing DSM data to identify and remove elevation points falling on vegetation, buildings, and other aboveground structures. The algorithms for filtering data were utilized within EarthData's proprietary software and commercial software written by TerraSolid. This software suite of tools provides efficient processing for small to large-scale, projects and has been incorporated into ISO 9001 compliant production work flows. The following is a step-by-step breakdown of the process. 1. Using the DSM ISTAR data set created by EarthData, the technician performed a visual inspection of the data to verify that the flight lines met correctly. The technician also verified that there were no voids, and that the data covered the project limits. The technician then selected a series of areas from the dataset and inspected them where adjacent flight lines met. A process which utilizes 3-D Analyst and EarthData's proprietary software was run to detect and color code the differences in elevation values and profiles. The technician reviewed these plots and located the areas that contained systematic errors or distortions that were introduced by the auto correlation. 2. Systematic distortions highlighted in step 1 were removed and the data was re-inspected. Corrections and adjustments can involve the application of angular deflection or compensation for curvature of the ground surface that can be introduced by crossing from one type of land cover to another. 3.The data was checked against the ground control network to ensure that vertical requirements were maintained. The completed data was then imported back into the ISTAR UNIX environment."

The URL <https://seamless.usgs.gov> provides a map interface that allows for data downloads within a customer defined area of interest. Zoom tools are available that can be used to investigate areas of interest on the map interface. The download tool allows the customer to capture layers from the map, utilizing the Seamless Data Distribution System process for downloading.
